This is an overhook variation of ude hishigi hisa gatame.
Tori has closed guard. Uke has posture with hands on Tori's biceps.
Tori swims underneath while doing a crunch and get an overhook with left arm on Uke's right arm. Uke's wrist is in Tori's armpit.
Tori uses right hand to open Uke's left collar. Then he feeds the collar to left hand.
Tori shrimps out to the left so feet are on Uke's hips. Left knee goes to Tori's bicep (or on Uke's shoulder/armpit). Right knee goes on inside.
Pinch knees and twist/extend to "make a pressure" on the elbow.

Simon Reynolds says you can also push up on the shoulder with your free hand to effect the tap.
